Those institutions and centers situated in the Kobe New Eastern City Center (HAT-Kobe), decided to form a loose alliance (Disaster Reduction Alliance), so as to exert synergy effect in promoting international coorporation towards disaster reduction.The organization of 17 has participated as of September, 2011.
